Planning Applications
If you are commencing a new business in the Shire, including a business operating from home, you will need to fill in a Planning Application. Forms are available from the Shire. Council will consider your application at the next available Council Meeting. In addition to businesses, an Application is also required for any buildings in the rural-residential zone. Council is generally supportive of any new development in the area.

Building Licenses
Most building activity within the Shire can only be undertaken with the approval of Council. Building application forms are available from the Council office on request and must be signed by the builder or Registered Builder/Owner Builder for work valued at $12,000+. Additionally, if you are building a new house that requires septic tanks, a 'Septic Tank' application form needs to be submitted at the same time as your building application. The Shire has engaged the services of a Building Surveyor, who is available to assist with any building related matter.

Town Planning approval and a Building License must be obtained before commencing work on any of the following:
1.   Erection of any building or outbuilding.
2.   Alteration or any additions to existing buildings.
3.   Demolition or removal of any building.
4.   Construction of any below ground swimming pool.
5.   All houses must be designed by a practicing structural engineer to resist earthquake activity.

Building FAQs
When is a building licence required?
A building licence is required for most building work in the Shire, including extensions to houses. Some exemptions apply including patios less than 2.4m wide, any sheds with floor area less than 15m2, and any sheds outside the townsite and rural-residential blocks.

What do I need to do if the building work is more than $12 000?
The work needs to be completed by a Registered Builder, or you will have to apply to the Builders Registration Board (BRB) to become an Owner Builder. To become an Owner Builder, you need to fill in a form and send it together with a fee to the BRB.

What fees are applicable?
The total fee is made up of Building Fees, BCITF levy (Building Construction Industry Training Fund) and BRB levy (Builders Registration Board). Building Fees are a minimum of $40, calculated at 0.35% of the value of the building work ex-GST for residential work (house or shed), and 0.2% of the value of the work ex-GST for commercial work. The BCITF is only applicable for work valued at more than $20,000 and is calculated at 0.182% of the value of the building work incl GST. The BRB is $30 on every building licence.
